The civic groups is made up of the natural person and legal person. The non civic groups is led by the government, and is established by the executive department of government. Those industry groups ally and cooperate with the Urban Development Union of Countries along the Belt and Road Route, that is called "Cartel". The Cartel is responsible for connecting the Social Groups, Governmental Organization, Religion Groups, Education Groups, Public Health Organization, Charity Groups, Financial Foundation, and Party Groups, these organizations and groups jointly make effort to provide suggestions, tactics, and resources.
